AUTHOR'S NOTE
In August 1990 the storm clouds of war began to gather over the Gulf region of the Middle East.
President Saddam Hussein, Chairman of the Revolutionary Command Council of Iraq, ordered his columns of main battle tanks to blitzkrieg their way through the frail defences of his neighbour, oil-rich Kuwait. The clouds darkened. The risk of full scale war grew ever closer. President George Bush of the United States of America put in place the biggest overseas military and firepower deployment since the early days of the Vietnam commitment. Prime Minister Margaret Thatcher of the United Kingdom sent that country's largest force abroad since the Royal Navy had sailed to recapture the Falkland Islands in 1982. American and European and Arab forces hurried to the Gulf.
And the question was asked, a whisper first and then a clamour of shouting, could not the threat to the vast oil supplies on which the developed and undeveloped nations of the world alike are so dependent have been foreseen?
There were a few men, a tiny minority, in the grey world of the international intelligence community, who had warned of the gathering storm, and they were not heard. The few spoke out, the many did not listen. A host of excuses were readily at hand to justify the ignoring of the danger. Iraq was the enemy of Iran, and therefore Saddam Hussein was to be coddled. Iraq had billions of oil dollars to spend, and therefore Saddam Hussein was to be humoured. In that region the weight of power politics and money counted, and the cost of those months of inactivity while the war machine of Iraq prepared can now be reckoned.
This is a story of those wasted months, and of the many who closed their ears and shut their eyes and who were governed by stupidity and self-interest and greed, and of the brave few who cried of the danger.

PROLOGUE
She walked briskly in front of him, through the swing glass doors into the lobby, and she led him to the front desk, then paused to allow him to collect his key. The Night Porter, elderly, stained shirt, and the cigarette clinging to the extremes of his lip, leered at the man as he gave up the key for the third-floor room.
There were Americans in the lobby, sitting over maps and guidebooks, discussing the next day's tourism. And the voices of one group of them were loud in their complaint of the filth of the city's streets, even Chicago would not have tolerated such rubbish on the sidewalk, even New York. He saw that two of the men eyed the girl with envy and admiration. He saw that one of the women glowered her disapproval over her reading glasses.
She touched him for the first time, just slipped her hand through his arm, allowed him to walk her to the lift. It was a long time coming. He looked up into her face. The light in the lobby was subdued, and her make-up was skilfully applied. She seemed to him to be flushed with youth, and sinewy. To the stranger in the city, far from home, she was beautiful.
More tourists spilled from the lift and were greeted by those in the lobby with cheers and laughter at their lateness. He liked the way the girl stood her ground and forced them to either side of her. It was only an hour since they had met. His second evening in the city and he had been sitting in the bar opposite the hotel, gazing into his glass when she had come and taken the stool beside him. They had had three drinks; she had told him her charges for an hour or until midnight or until the morning; and he had learned and forgotten her name. Her name was unimportant to him, as unimportant as the false name that he had given to her. In the lift, creaking towards the third floor, the girl slid her arms round his neck and eased her pelvis against his.
He would have run the length of the third-floor corridor f rom the lift to his room, if she had permitted him to, but she pouted a small smile to him and firmly held his arm, and made him walk at the pace dictated by her skirt. At the door of his room he fumbled the key from his pocket and twice failed to make it work before she took the key from him. There was no trembling in her hand. If he had looked then into her face, as the door swung wide, he would have seen the coldness of her blue-grey eyes, and he would have seen the tightness of her lips as if that were their natural repose, as if she were merely going to work.
The man's briefcase was on the hotel room dressing table against the wall opposite the turned-down double bed. A faint anxiety nagged at him. He had learned to be cautious because he had often been briefed in such matters. He was held in trust by his employers and those people demanded his caution in return for his freedom to travel on their business. He thought of it as a small betrayal of their trust to have allowed himself the temptation of a cafe whore. He laid his raincoat over the briefcase and had no reason to believe that the girl was even aware of it.
He paid her.
He shovelled the 100,000 lire notes into her hand. He gave her live notes, and she held the last one up to the ceiling light, then she grimaced, then she tucked the notes into her handbag. He watched as she placed the handbag on a chair beside the bed. He watched as she shrugged out of her hip-length coat. It was four years since the last time he had been with a European girl. The girls where he lived now were either Thai or Filipino, imported to lie on their backs.
The girl slowly and teasingly took the clothes from his body, and alternately from her own. When he stood in his underpants and vest, when she was naked other than her black lace pants and brassiere, she broke away from him. She went to her handbag and took from under the banknotes a contraceptive sachet, and then she switched out the light.
He did not see her face again.
She took him by the hand to the bed.
There was a grey light in the room, filtered through the thin curtains from the street lights below, that played on the ceiling but her face was now close to his and in shadow. The quiet of the room was broken by the pursuit of the cars and buses in the street. For a short time he was aware of the raucous commentary on a televised soccer match from the room next door.
He emptied himself into her, into the contraceptive. He fell away from her. Before he slept he was aware of the caressing movements of her hands on his neck and shoulders. He slept easily, swiftly, because the girl had soothed away the exhaustion of his last journey. In four days he had flown to Paris and then travelled to the plants at Saclay and Fontenay-aux-Roses, and he had then flown to Genoa, where he had had crucial discussions with the director of a factory that specialised in the precision-worked equipment urgently required for his project, and he had flown to Rome. He slept now because his exhaustion was exacerbated by extremes of tension that always gnawed at him when he travelled on missions of secrecy.
He had no awareness of the girl slipping from the bed, dressing fast in the darkness of the bathroom. He slept on as she put the key to the hotel room into her coat pocket.
She closed the door with great gentleness behind her. For a moment she sagged against the wall in the corridor outside. Her own task was completed. The lift ahead of her opened. They were the same group of tourists who had seen her take the man through the lobby, and the same men gave her the glad eye, and the same woman stabbed at her with a glance of pure disgust.
The man dreamed.
Peshawar, under the forbidding weight of the climbing foothills of the Hindu Kush mountains, in the North West Frontier Province of Pakistan, where his father was a government administrator, had been his childhood home. He dreamed of cricket at a school presided over by an elderly white-bearded Englishman.
He dreamed of boundaries and rippling applause. He dreamed of the days before he went away to the college in Europe and university in Egypt.
The sun shone in the brilliant day of his dream.

bsp; He did not wake as the door of the hotel room opened, nor stir at the sudden flash of light from the corridor, broken by the rapid movement of two men, and then extinguished.
The girl had no place in his dreams. He was dreaming of his father standing by the pavilion steps . . .
He twisted on the hard mattress as the men crossed the room towards the bed, moving silently on the balls of their feet.
The dreams of childhood were always abbreviated, cut away at moments of ecstasy. He had half woken.
A drab room in a small and drab hotel on a drab street behind the railway station. A pitiful place for a man to die. In the moments before he died, the man reached across the wide space of the bed as if he expected that his arm would come to rest against the bare white shoulder of the girl with the blond hair.
They closed on him fast.
There was a hand across his mouth.
The scream stayed stifled in his throat.
There was a hand pulling the sheet over his body.
His legs thrashed and made a pyramid of the blanket above his knees.
There was a knife-blade on a short arc hard down into the sheet.
A pathetic place for a man to die.
There was the effort grunt from the man who used his strength to drive the knife down through the sheet, through the splintering rib cage. The narrow-bladed knife pierced the heart.
The man died with a chokc in his throat. The sheet over his body soaked up the blood spurt of his last life-spasm as the knife was withdrawn. The man who had won distinction in his degree course at the University of Berne and fulsome praise for his doctorate at Imperial College in London and admiration for his teaching at the University of Cairo's Department of Nuclear Engineering, lay dead.
A gloved hand lifted the man's briefcase from beneath his raincoat.
When they left, they hung on the outside door handle the notice requesting that the occupant not be disturbed.
By 9.30 in the morning when the director general of the specialised engineering firm of Ital/Int had waited in the hotel lobby for 75 minutes, when his patience was exhausted, he demanded of the hotel management that they should go themselves to find why his calls to the room went unanswered.
At 9.30 that morning, as the hotel room door was opened with a pass key, the briefcase was secreted in a diplomatic bag that rested on the knee of a courier. The courier sat in first class, the bag discreetly chained to his wrist, and the flight had been airborne for 19 minutes.
Few in the city cared that Zulfiqar Khan, aged 39, resident of Baghdad, Republic of Iraq, last seen in the company of a woman presumed to be a prostitute, had been put to death. Fewer still would understand that a sovereign government had, at prime-ministerial level, sanctioned his killing in cold blood.

At the end of the road a boy was doing good business from the refrigerated box mounted over the front wheel of his bicycle. A crowd of 40, perhaps 50, had gathered to watch the coming and going of the police and the counter-terrorism team. They stood quietly in the light rain, and more than half of them sucked at their ice creams.
The road that was blocked off was residential. There were good-sized villas hidden behind high whitewashed walls. There was the barking of guard dogs. It was the sort of road where the pick of the surgeons and lawyers and import-export dealers made their homes. Erlich paid off his taxi. He reckoned the boy had doubled the price for his ice cream because he was up at the smart end of town, not plying his usual pitch at the bottom of the Acropolis. Beside the boy an argument was developing between an overweight policeman and the auburn-haired girl who had parked her florist's truck across the end of the road. Erlich could see why she wanted to deliver her flowers. He reckoned the armful of red roses would have cost the policeman his week's wages. The girl held her head high. Her shoulders were back.
Erlich didn't understand much Greek but he got her drift.
Eventually the policeman was prepared to lose face. He stepped aside and the auburn-haired girl strode forward into the empty road carrying the roses loosely in her arm. Erlich shouldered his way through the crowd and went after her.
The policeman shuffled into his path.
Erlich said quietly, " F . B . I . , excuse me, please."
He kept on walking. He doubted that the policeman had understood a word he had said. Perhaps the policeman had looked into Erlich's face and calculated that if he had not stood aside then he might just have ended up on his back. He stepped back and saluted. Erlich smiled and walked past the policeman, a dozen strides, into the centre of the road.
He had known Harry Lawrence since the fall of '88. There were not many in the Agency that he would call a true friend. He had thought of Harry all the way out of Rome to Leonardo da Vinci, all the time that he had stood in the check-in line, all the time he had sat on the Alitalia, all the time he had stood at Customs and Immigration at Athens International, all the time in the taxi out to the Kifisia suburb. If the policeman had stopped him getting close to where Harry had been shot to death then Erlich might just have punched him. He stood still, absorbing every detail of the street. Best done at the very start of an investigation.
" Y o u poor old son of a bitch, Harry."
A hundred yards down on the other side of the road a knot of men were gathered. The girl with the flowers stopped, looked across at the men, then turned into a front drive and was gone from sight.
It would have been a pretty road in spring, with the blossom on the trees that lined it. The leaves were down now. He knew very little of what had happened, had been out of touch since the first report had reached the Embassy in Rome and he had started running. They always sent a Fed when an American citizen was killed, and the Rome office covered Athens.
The men grouped together ahead of him were hunched against the drizzle. Erlich recognised from his balding head Harry's Station Chief. If that was where Harry had died, there should have been a big area quarantined off with tape. There shouldn't have been a cattle herd of feet trampling over the grass.
Erlich walked forward. He reached the group.
The killing had been early in the morning. The Station Chief would have come from home because he wore no tie and he was draped in an old windbreaker, probably the first coat to hand on the pegs by his front door. Killings never came convenient. The Station Chief detached himself from the group. He took Erlich's hand, as if he were a priest, offering his condolences. The Station Chief would have known that Harry Lawrence and Bill Erlich were close, that their friendship crossed the divide of Agency man and Fed.
The Station Chief pointed between the trousered legs and the shoes of the Greek police and security officials. There was blood on the grass, thin darkened streaks. The pointing finger moved on, away from the grass and over towards the pavement.
On the pavement were two patches of blood.
The Station Chief said, "Harry had a contact with him - they were both taken out . . . Good to have you here, Bill."
He didn't have small talk, not his way. Erlich said, "This is unbelievable."
"It's their back-yard . . . "
"Has this place been cleaned up?"
"They got the cartridge cases . . ."
"What else?"
"I don't know what else . . . "
" Y o u happy with that?"
"Where was your Scene of Crime experience?"
"Atlanta, Georgia," Erlich said.
"Listen here, Bill, this is sure as hell not Atlanta."
" A n d you take that?"
The Station C h i e f s voice was low. " W e are foreigners, we are far from home. What I know from long and painful experience is this: we kick them, they go mightily obstinate. The harder we kick, the less we get."
"I hear you."
There was the rattle of iron gates behind him. Erlich turned.
A woman came from the villa to which the girl had delivered the flowers. She wore a tailored two-piece grey suit and deli cate shoes, and there was a scarf over her hair t
hat came from Dior, minimum, and she carried the red roses. She walked in the rain across the road and round the group of policemen, Erlich watched her. She went to the stained pavement, where the blood pools were washed by the rain spots. She knelt. Her eyes were closed, her lips moved. She crossed herself. The woman laid the roses on the pavement. She stood. For a moment she stared down at the stains and the roses, and then she walked away.
Erlich said softly, "Thank you, ma'am."
He didn't know whether she heard him, she gave no sign.
Erlich said to the Station Chief, " I ' d like to see Harry."
Bill had been enough times to a morgue. He knew what they looked like, what the procedures were. A body didn't change if it had been blasted with an automatic weapon in a robbery on Lenox Square or gunned down on a sidewalk in Athens. Morgues were the same, bodies were the same. He fancied that the section of the morgue in Atlanta that dealt with violent death was cleaner, but it would be cleaner, had to be, because it was busier. The attendants stood back to allow Erlich and the Station Chief to go on their own to the centre of the room where the two stretchers were parked on their wheeled bases, draped with green sheeting.
The harsh central neon light glared down onto the contours of the sheeting, and gouged back at Erlich's eyes from the white-tiled wall. He lifted the sheet nearer him.
A pale, sallow face. A neat, dark moustache. A half-crescent of recently cut hair set round a receding scalp. A scraped dis-colouration on the left cheek.
"Where he fell they were all body shots that took him."
Erlich lifted the sheet further and studied the two gaping exit wounds.
" W h o was he?"
The Station Officer said, "Dissident, Iraqi. Price on his life, living in Damascus. Harry had met him before. The guy was back in town, rang Harry. Harry liked to pump him . . . "
He laid the sheet back over the face. He skirted the two stretchers, then raised the sheet of the second.
